Please advise an alternative to Google Play for publishing applications for Android 32 bit.

You would have to either sideload the app manually onto each device, or use an alternate 3rd party app store, such as Amazon's.

How can I submit apps on amazon appstore? Is it only android or iOS as well?

Amazon's app store is for Android only.

Apple's app store is the only "official" app store for iOS. Though there are some 3rd party app stores available for iOS, if you are willing to circumvent Apple's restrictions.
